Stakeholder

A person or role that has stakes in the web project, even if those stakes aren't directly connected to using the site.

The CEO, for instance, may never use the site, but is expecting the site to either increase revenue, reduce costs, or both. Stakeholders are often involved in discovery and approvals, as well as in purchasing decisions.
